None of the options in that
Shut Down Windows box can be removed. You can only have it default to open with either
Shutdown or
Sleep by changing the
Power buttons and lid setting for the
Start menu power button option I told you about in the link below.

As far as I know, you cannot change it to open with Restart in Vista. That's why I said unfortunately.
