Basically, yes. Anything in your user profile is meant to be kept away from other users on the machine (in a multiple user environment) as well as users that connect remotely to your machine.

Even having three accounts that have administrative privileges, you can't just go barging into someone else's folder willy nilly. Vista is a bit more secure than XP was in that respect.

To test it out just copy a couple of files to the public folder and see if they are able to access it - then you'll know for sure if you have a Vista / XP interface problem or it was just a protected folder problem.
