It could be a "group policy issue".
Have you tried fooling with different settings in "autoplay"? Such as "ask me every time".
Also check out the following registry key.
HKLM\SYSTEM\CurrentControlSet\Services\Cdrom The value for "Autorun" needs to be dword: 1... .
