If you do have some type of resonating part in your PC it's probably being caused by a moving part. I usually (and carefully, with an anti-static device attached) "hold" and gently "wiggle" any parts that may be the culprit when I have issues like this.

Once you find out what's causing the whine, it's easy to secure it and stop it!

It could also be a faulty Optical Drive... May be spinning up for no reason, try unplugging their power and starting your PC.
