Dual Xeon number of processors at boot issue

Okay. I have a dual xeon setup running VUltimate. I made the changes in msconfig to boot with 2 processors. (Boot Advanced Options - Number of Processors)The time to boot dropped from 83 secs to 57sec. But when I look at Task Manager, Performance tab, there are only two processors showing in the graph. Should be 4 with HT. The BIOS splash screen on reboot only listed 2 instead of the usual 4 and HT was disabled.
I change the msconfig to boot with 4 cpus, apply and reboot. Had a couple "mini" (they showed up in the center of the screen)blue screens back to boot. When vista did boot it took the same amount of time as having the cpu box unchecked and grayed out. But Task Manager showed 4 CPUs as it does when the cpu box is unchecked. BIOS splash screen confirms 4 cpus.

Why would 2 cpus without hyperthreading boot faster than the four cpu setting w/HT or the default setting?
