If you do a reformat and reinstall of Windows, having a backup of your
programs is useless.

Except for a very occasional exception (usually a very small program)
all programs have many entries in the registry as well as associated
files and pointers to them within the Windows folder. All of this is
lost when Windows is reinstalled and the programs won't run.

If you reinstall Windows cleanly you have to reinstall all your
programs from the original media.
