Maybe this will be helpful information:
I tried also with telnet: telnet server_IP 9200

On XP PC - it connects to the server.
On Vista - NO CONNECTION.

Any ideas?

I dont know why it wouldn't connect unless you dont have SP1, have some sort of spyware, ISP having DNS issues or you have set something else wrong... Its isolated to your machine so I would do some spyware scans with Spybot S+D and also check your proxy settings havnt been changed
