I got the following reply in another thread. It seems to have done the trick.

The problem resides with the Citrix Access Gateway client and uninstalling it does not fix it. I have fixed this issue on my Dell D630 laptop. You will need to load the latest Citrix Access Gateway client version 8.1.56.7. http://www.citrix.com/English/SS/downloads/details.asp?downloadId=1535878&productId=15005 This is the only thing that fixed the issue. I have not had a problem since I loaded the new CAG client.
