waking stuff up from standby is known to sometimes not wake USB devices correctly.

Also, how many mofo webcams have u got plugged into that? u have mentioned 3 webcams, and i
assume u have one?

either case, remove ALL webcam drivers

reset your machine

install ONE webcam driver that corresponds to what you have from the manufacturer website

maybe need to reset depending
