After you have created your new administrator account (Ex: Mina) and deleted the other ones (ex: Test with the new name showing instead) in User Accounts from within the new Mina account, you can then safely delete the C:\Users\Test folder if you wanted to.
If it still does not work for you, then I would do a clean reinstall of Vista to only have the administrator account with your name on it instead and at the C:\Users\(User Name) location.
