You haven't provided any specifics so all I can go is give you general
advice.
If this is a BIOS-level password (required when you first turn the computer
on and before Windows boots), contact the laptop mftr.'s tech support for
instructions.

I have also changed the password for administrative-level accounts using
NTpasswd or ERD Commander (a discontinued, once-expensive program).

If you only had one user account and are not able to get into it by any of
the above means, pull the hard drive, put it in an external USB enclosure
and retrieve your data from another computer. Then clean-install Windows.
Make sure you create at least one extra user account with administrative
privileges for exactly these sorts of emergencies. Also create and
implement a backup strategy because Stuff Will Happen.
