STOP WHAT YOU ARE DOING.
I know it is not nice to shout but I wanted you to see it.
Put the voltages back to what they should be.
Phone the company you got the pc from and ask for a replacement or your money back.
If I bought a car and it broke down on the fore court the sales man would have 2 choices.

1 refund.
2 new car.

I always try and equate computer bought problems to a car. A car is a lot bigger than a computer but when problems arise they can be the same.
Blue screen - wont start.
