This was "normal" for me and caused a lot of frustration! I could not locate the .inf files they listed above. I think it has something to do with our version of Windows Vista, but I really don't know for sure.
I suggest you save yourself some trouble and simply try downloading TrueSpeech.zip from
Free file hosting by Savefile.com. Once you extract the zip file, you should be able to install the .exe application, restart your computer, and that should be all that is needed. I was not required to follow any "complicated" System32 folder steps like those listed above. I simply downloaded and installed the file and it took care of the rest by itself.
