Really?! That must have been a bug in WLMail Desktop.
If you have a Windows Live ID and have been using that to sign into Windows Live through WLMail Desktop, then the contacts you use when you are signed in will again be synchronised with that Windows Live ID (downloaded to WLMail) when you sign into WLMail. So they will be available when you use that ID to sign into Windows Live through WLMail.
Otherwise, go to your old WLMail Desktop Message Store, which you will rename as part of the complete uninstall/reinstall, and make a copy of the 'Contacts' folder to somewhere else for safe keeping. In that folder, you will find contacts filed separately in a hidden folder called 'Default'. If you have signed into WLMail Desktop with a Windows Live ID, you will also see a folder named the same as that ID, and within it your contact files.
Once you install WLMail, you can double click on each contact file to open it and access the information in it to reproduce that contact in WLMail.
