I tried the tutorial, setting it first to NotSpecified and rebooting - no change, then Documents and rebooting -- still no change.
There is no Customize option on C: or C:\Windows, so, according to the Tutorial, I changed C:\Users. C:\Users changed but not C: or C:\Windows.

Method Two in this tutorial will show you how to reset the folder view settings so that Vista will use the "All Items" folder template for all Windows Explorer windows.
