Use dosbox. Vista doesn´t support DOS b/c DOS and it´s apps try to interact directly with the hardware (bad programming habit from the days of CP/M and the mainframes) which Vista won´t allow apps to do.
BTW: the command prompt isn´t DOS, it´s a somewhat mediocre emulation of DOS that only works with recent 32bit DOS apps.
