-it's look like due to damaged Windows Script but as a fresh instalation
...
1.Navigate to folder
C:\Windows\WinSxS ->if in this folder exist files
Pending.xml and
Pending.grl - remove them.Check also what is in
HKLM\Components -if aparts phrases:
PublisherPolicyChangeTime,StoreArchitecture,StoreFormatVersion there are any other phrases ->remove them also.After all you have to restart computer.
2.Try re -register script for WU -I attache packed *.BAT file to do.Right click on it as a administrator + restart
