its installshield thats the problem , try renaming your InstallShield folder try putting something like old at the end , the instalshield file is here C:\program files(x86)\common files\

so it would read C:\Program Files\Common Files\InstallShield old

rename it back to original if it works

edit , it might be a good idea to delete ALL your temp files first

EDIT...just seen this


1) copy all the contents of the fo3 dvd to a folder on you desktop and removed fo3 dvd for tray.
2) find setup.exe and right click on it -from the menu select "properties"
3) From the new menu click on the "Compatability" tab
3) Check "run this program in compatability mode for:" and select "windows98/me"
3) Also check "run this program as admin"
4) Click "apply" and "ok" to close menu
5) Run the setup.exe for the FO3 that you copied to you desktop
