I have got Vista Premium on my PC & i found the wonderful Snipping Tool you
mentioned
It takes screen grab any shape i want (no need to crop whole screen), I can
save it directly as web-friendly jpeg
It even lets me edit it (with coloured pens) which is something i forgot
about but i also wanted
Aint it great when someone invents stuff before you even know you want it
