Hm, it should pop up the sign-in window when clicked. And it should
change to a sign-out button if you are currently signed in. At least
when you are working on a news account that supports the Community
features. Is that the case?

Did you by chance disable the Community Features in the properties of
that news account? You should not see the error message then, but it
might explain, why no sign-in window appears. As you describe it, the
behaviour is a bug, in my eyes.

Trouble is they are mainly working on Windows Live Mail Desktop already. :-(
