I had a very similar problem and solved it with the following command:
netsh interface tcp set global autotuninglevel=disabled
I rebooted the afterwards.
Note that this is different from the similar line in the thread.
netsh int tcp set global autotuninglevel=disabled
This does not work for me, my version of Vista does not seem to recognize "int".
I had no problems when I first connected to the Internet. However, I connected through the older (3-4 years old) router in the office through a wired line, my internet (and intranet) connection slowed down significantly. Google web site, and the Skype program seemed to work.
I found the line above in another discussion group. I ran, and the browser came back to normal speed immediately. (Firefox 3) The POP connection (E-mail) was dropping due to timeout, but that resolved after I rebooted, so you might want to consider that.
