OK. I think these are the (corrected) steps I need to take:
1. Set up Win98SE VHD
2. Insert Win98SE CD in CD drive
3. Insert Win98SE boot disk in floppy disk drive
4. Restart Win98SE VHD; immediately press DEL key to change boot sequence to
(1) Floppy drive and (2) CD ROM so the VHD ill see both the floppy and the CD.
5. When boot disk starts, select "With CD ROM Support"
6. At the A:\ prompt, type (without quotes) "FDISK"
7. At the A:\ prompt, type (without quotes) "format C:"
8. At the A:\ prompt, type (without quotes) "z:\setup.exe"
Hopefully this is correct.
