It means exactly what it says. VPC 2007 comes with a CD image which contains
the Additions for various operating systems. When you click Action / Install
VM Additions, VPC points the virtual machine at that ISO so that its autorun
kicks in and the installation starts - the virtual equivalent of putting a
CD in the optical drive...

From the guest, run Windows Explorer, select the CD drive and click on
setup.exe
