That really depends on your motherboard.
What you need to do is go into the BIOS (usually by pressing the <DEL> key when you power up), and then look at "System Information" (or something similar). That should show you the "Total Installed" and "Usable" amounts of RAM. If "Usable" ram is in the region of 3.25GB (3329MB), then even installing Vista x64 would not change that. The deficit is taking place on a hardware level.
Unless the motherboard supports memory remapping, this will always be the case. My old computer (Venus) used an ASUS motherboard, and even with Vista x64 only showed 3.3GB usable. My current rig (Prometheus), also uses an ASUS board, and it shows 4094MB available of 4096MB installed. When I add more, it'll probably show 8191MB available of 8192MB...
