The problem I have is that the programs I have don't allow combination keys such as [Win]+[E] or [Ctrl]+[E]. Are there any that allow that?

Also, so many programs use other [Ctrl] or [Shft] combinations. If there was a way to set [Ctrl]+[E] to open a file manager, would it be a global setting or would the next program I open take control of the [Ctrl]+[E] combination and use it for whatever it wants to? Who knows, I may end up exiting out of a program without saving by pressing a shortcut key instead of opening a program I was expecting to open.
