You can actually do those kinds of pixel shading and bump mapping in
Dx9, most game companies choose not too because it is kindda tricky, or
just lazy. Dx10, nice, but the whole "Dx10 only in Vista", what a load.
There are some nice things you can do in Dx10 with the stuff built it,
but most of it can be coded to work in Dx9 without too much difficulty.
At least that's the claims I get from a couple guys I know. haha.
