One thing no one seemed to notice and no one mentioned,

System Manufacturer/Model Number HP / Custom Build

from his system specs. Which parts are HP and which are custom? If the motherboard is still the original HP motherboard then sorry to say but you can pretty much forget about overclocking, as there will be no options in the bios to do so as HP and (the others) modify the standard bios so that those options are not available.

You wearing a heavy sweater while sitting at the computer? If those temps are accurate then it must be fairly cool in the room, as it is physically impossible for the cpu to run at less than the ambient/room temperature on air cooling, unless you are using water cooling or some such.
