I suspect that your email address is not a LiveId account. Have you gone
through Live Id sign up with your email address? If not, start Sync and
click "Get a Windows Live ID" link in the sign in page which opens LiveId
sign up page where you can either get a new Live ID account, OR sign up your
existing email address as a LiveId account(click "use your own e-mail
address"). After complete signup, you should be able to sign in to Sync
with the account.
