cant change color scheme for vista basic theme. help

    cant change color scheme for vista basic theme. help

    so im asuming that changing the color of window borders is only for ppl that can run aero right? -.- becuse i cant run areo nor can i change the color scheme
    it says to right click on desktoop personalize window color and aperance
    and its ther
    um....no it isnt
    i hit advanced and i go ot active titlae bar and change the color and it dosnt work
    how can i do it? -.-
