I read your message and I have the same problem (at least I think so):
Moving a working functionality from an EXE to a DLL seem to require different
pack:// Uri's

I haven't found a solution yet. Again like in your case I have png images in
the Images folder that I assign on runtime to TreeViewItems

Have you found a solution for your problem?
