Create Vista Taskbar Blue Glow In XAML?

You know how a program in your taskbar gets that blue glow when you
mouse over it in vista. How do you create such an effect. I've tried a
Radial Gradient but that doesn't seem to do it. Anyone know how to do
something like that?

<Button>
<Button.BitmapEffect>
<OuterGlowBitmapEffect GlowColor="Blue"
GlowSize="10"
Opacity=".5"/>
</Button.BitmapEffect>
</Button>
