animations

i would like to ask what timers does .net3.0 framework uses in order to
animate properties? is it safe for someone to write a couple of dependency
properties and animate them in order to have an accurate timer?

WPF doesn't use timers as such, it uses storyboards. And yes you can
very well animate properties one after the other.
