Help, Localization and WPF

I need to understand how to implement online help, context help and
localization in the WPF environment and would greatly appreciate some
pointers.

In the .NET 2 world, help would have started with a HelpProvider object on a
form. It looks like there's no XAML support for the HelpProvider class so
does that mean that all context help is going to be implemented in the code
behind form support class?
