Cannot access certain websites

I came back from my parent's house to find that I can no longer connect to certain websites. These include eBay, Yahoo! mail, youtube, and various other sites. I have no added any new programs or anything like that. I would do a search BUT the issue is I cannot access nearly ALL the sites that might help.

Windows Vista
Buckeye Cable (cable internet)

Here is what I have done so far:

-Ran AVG, Spybot. Found a few problems but nothing major.

-Ran HiJackThis. Deleted anything that was neutral or unsafe (log later down).

-Ran something through https://www.grc.com/x/ne.dll?bh0bkyd2: Results:

Unable to connect to NetBIOS

-Reset modem multiple times. No luck.

- Shut off AVG, no help.

- Shut off Windows Firewall, no help.

- Doesn't work in Firefox, IE, or Google Chrome.

- Ran CCleaner, nothing

- Called ISP, it's my side that is having the issue.

- Did another restore point, now my sound is screwed up.

- I've done the DNSflush and so forth, no help.

Any ideas on what to try next?

I hope that was enough information to get started. Click the image to open in full size.
