I to am having this issue but only really noticed it lately. I tried downloading a 60+mb NVIDIA driver update today and it took well over an hour whereas before it would have been minutes.

My Firefox or Chrome (don't use IE) stalls on webpages and forget web videos when this starts to happen.

I run a home network through a router where my Vista PC stalls/lags but the other 3 XP machines (2 desktops, 1 laptop-wireless) have no probs. I know this as my sons' would be yelling while gaming if they had this 'lag'.

I've followed your link Sebsworld and unfortunately it all came in good.

Anyone have any ideas as to why after 20-30 mins of online browsing Vista seems to stall/lag?

i've seen network cables cause issues like this. Try swapping them around to see if the problem moves to a different machine.

Run these two commands in an elevated command prompt.
netsh int ip reset log.txt
netsh winsock reset

Disabe IPv6 by adding this reg key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip6\Parameters and create (if it doesn't exist) a new Dword called "DisabledComponents" and put either 1 to disable tunneling adapters or 255 to disable IPv6 completely.

Those will help with a lot of issues but if it doesn't help try disabling from startup(via msconfig)/uninstall your AV/FW and see if that helps. If you torrent a lot disable uTorrent (or whatever client you use) from loading at startup then restart and see if you still have the problem.
