ANNOYING pop ups in IE asking about "web site rules"

I would like to know how to stop these extremely annoying pop ups that ask something about allowing a program to connect to a particular website.
In the title bar of the pop up it says," set web site rule"
They aren't advertising pop ups.
They are pop up windows generated by my own computer seeminglhy to try to get my permission about something.
It gets to where I am doing nothing but clicking on the buttons of those pop ups as they come up one after the other after the other.
It practically makes me want to throw my computer across the room!!! :cry:

Please help!

Before going any further, lets be sure it is not something that requires attention, now. Run a thorough anti virus scan and the download and run malwarebytes, to look for malware.

I am fairly certain that malwarebytes will come up positive and you will have to remove the malware.

Word of advice. Do not click on the X in the right corner to get rid of the pop ups. That might unleash them. Use the task manager (process tab) to get rid of them

Task manager, right click on task bar to activate.

I have already performed both virus & malware scans and nothing was detected.
These pop up windows are not the typical advertising-type of pop up generated by spy ware, malware, etc...
They seem to be pop ups executed by my computer that open repeatedly, usually with the same question, " Do you want to allow XProgram to connect to blablabla.com? Or sometimes it is something like, "Would you like to allow X Program to send http requests to Y.com".
What is even more annoying is that it usually asks at least 3-4 questions for each individual web site.
As you can imagine, this results in a long chain of pop up windows opening up succinctly one after the other. I can never close them fast enough to even be able to navigate away and close Internet Explorer so that I can get on with whatever I was doing. Sometimes I even quickly drag them over to the corner of the screen and stack them up on top of each other out of the way. Absent a response from me, they remain there piled up and that seems to stop or significantly impede the initiation of any more of them popping up.
One other thing to note is that it seemed the most out of control when I was using this new network marketing tool that polls and evaluates the stats of websites & keywords compiled by google adwords. I had to log out of the program because it went so haywire opening windows trying to get permission to connect to each and every site on the long list of keyword sites that the program had compiled.
Please tell me there are some settings I can change or something that I can disable that will eliminate this issue.

Your case sounds a bit unique. The answer to your problem is always, check for virus etc.

I have a few questions that will help me to help you

Did this just start?
If so, did you do something just before the first event? Download a new program, go to a questionable website etc?
Try to give me the exact words that are on the first message.

Even before you anwer try this. Go to tools>interent options>advanced>reset. This will remove all add-ons, which you can replace easily.

Based upon all that I know, I would uninsall the marketing tool, sounds like it is trying to spy and get information about your habits.

If you set up the marketing tool, one or two weeks ago, with system restore, go back a week prior to that date.

Hopefully, you will be ok, at that point.

Hi Richard. This is a problem that has been happening for a very long time - I believe it may have started when I upgraded to Explorer 8. I have always been annoyed by these successive little pop up windows that are generated by my computer asking me permission about something but it just got out of control when I used that marketing tool.
They are the same kind of pop ups that come up asking things like "Are you sure you want to delete this" or "internet explorer has stopped responding" or "there are items on this page that may be unsafe do you still want to open this web page"
The thing that made me think that it had something to do with the security settings was that it was similar to the message that used to always come up asking me about moving from a secure to non-secure spot. I think it quit coming up when I changed some of my settings.
What are http requests anyway?
Well, let me know if anything else comes to mind. I have tried everything you suggested except to run a good virus scan which I'll do now.
