I can receive mail but I cannot send mail.

Error Message:
Subject 'paper', Account: 'preschools.net', Server: 'smtp.att.yahoo.com', Protocol: SMTP, Server Response: '250 8BITMIME', Port: 587, Secure(SSL): Yes, Server Error: 250, Error Number: 0x800CCC7D

I'm setting this computer up for the boss.. I previously had a MSOE.DLL error that was resolved by running a WM utility to repair the program.
This is a Vista32bit laptop, nothing special. The only antivirus/firewall/etc is Windows Defender and I have it entirely disabled at the moment.

I have tried outgoing ports 587, 910?, and 25.
Under the Advanced tab of Properties, I have checked and unchecked "This sever requires a secure connection (SSL)" on outgoing and incoming and every combination of the two to see if something different happens, same error message except...

Right now outgoing is checked because when it is unchecked I am asked to sign in to my preschools.net account and it won't accept any preschools.net account/password that I think are supposed to work. For example doris @preschools.net, which is the account name. Is this what is supposed to be entered here?

And this may be the source of my problem...
The other possibility is that I am not using the correct outgoing mail server..
In tools/accounts/ preschools.net properties/servers I know that outgoing mail requires authentication because when it's unchecked I get an error message saying that it could not be sent because it requires authentication.
There are 4 schools that this laptop travels to, all of them use PPPOe DSL from AT&T. One laptop has the PPPOe email from one school, a different laptop from a different school and so on.. But they all work at all the schools. I find this a little confusing.
Instead of using one of those emails I have also tried to use the first option of "use the same settings as my incoming mail server", this prompts me to log into my preschools.net account after clicking send/receive.
I have also configured this laptop's settings to be exactly the same as another laptop that is working but I get the same 0x800CCC7D error message in spite of all of this.
And this is where I am right now, configured exactly the same as the computer next to me, which is using the same email address, sending and receiving emails just fine.. This laptop will only receive
