Since yesterday when I log into my windows mail account my ISP's (Talk Talk) server downloads every message on the server including ones that have been downloaded and read.
Has anyone else experienced and solved a similar issue - it's driving me mad.

I won't call this suggestion of mine as solution, at best its a " work-around ".....

Open WM > Tools > Accounts > your Talk Talk acct > Properties > Advanced >under Delivery heading, UN-check " Leave a copy of messages on server " > OK

While djch129's solution should pretty much solve the re-downloading problem, if you want the messages to remain on the server for some reason (perhaps if you want to read them online elsewhere but find nothing there because they were all downloaded to your running and on-line home computer and deleted so you need to wait until you get home to access them), then your best option is to contact TalkTalk technical support and report the problem.

It's probably a simple fix in the configuration of your e-mail program, your online email account, or on their servers (which is what I suspect) - in any event, I'm sure they can resolve the problem. They may already be aware of the problem and working to fix it as we type these messages. Contacting TalkTalk technical support is the first thing I'd do if that happened to me and so I suggest you give them a ring.

Thanks Lorien, but I already called talk talk and they insisted that it wasn't their problem, but is something in windows mail, that microsoft should help with as they don't deal with windows mail problems.
Great customer service eh!
So still trying to resolve it myself. Currently setting up windows live mail a/c on a second pc to see whether the issue is present when I try that.

WLM is a much better product than Windows Mail. Are you using the Expressions 2011 version - that's the latest and greatest. I suppose there could be a setting in Windows Mail that tells it to download everything even if it has already been downloaded and read (though why anyone would want to do that is beyond me and I don't recall ever seeing such a setting but I may have overlooked it). I'll check to see if I can find such a setting in my version. In the meantime, I think you'll be happier with WLM and hopefully that will also clear up the problem - if not, we'll need to check those settings as well.

Thanks Lorien, and to update you I tried WLM on the other pc and it worked fine, so will now salvage what I can from my WM account and install WLM on the main one and import to that. In the meantime all my messages that were left on the server have disappeared, from it, so can only assume that TalkTalk have been responsible despite their assurance to the contrary.
Very grateful for your help, and knowledge, and you're right - WLM is much superior to WM.
