I am transcribing some genealogy records and cannot attach any kind of spreadsheet to my windows mail account . says this attachment cannot be sent .

Its most likely being blocked by your firewall or anti virus, if they have email scanning.
If that is the the case, rather than use your email client, such as Windows Live, or Thunderbird, go right to the email website and try to send or change the settings.

I think you were right with the firewall . I changed the setting and was able to attach xls file and send it .
