Internet Explorer did not finish installing Setup can't continue because......

I have been getting a error popup

"Internet Explorer did not finish installing
Setup can't continue because a more recent version of internet explorer is intalled on your computer."

I am trying to reinstall IE9 I did something stupid and erased most of the files that I could erase. and now all I have is firefox. What can I do short of re formatting?

You cannot remove IE 9
Go to search and type turn windows features on and off.
YOu will see IE9, just turn it on by checking it.

As I have said I have previously removed all of the folders that I could possibly remove from IE9. That is probably the problem. After I sent you the screen capture of my start button. I went on the internet and found this site:

Turn Windows features on or off

I followed their instructions and was able to pull up the turn windows features on and off . I got a list of items on that screen. I expanded all the items on the list except games. I did not think IE9 would be in games. IE9 is not on the list You can see another screen shot of that panel.

I understand, but try to remove from the Updates, there may be something left. Will not hurt to try.

I do not have windows 7 I do ,however, have Norton 360 rounning on Windows Vista.. Can I fix this with this. Every time I install a fix-it from the internet I spend a lot of time uninstalling a lot of utilities that I do not want.I attached a scteenshot of my computer specs.

No restore points have been created as reported by the "System Restore * tab. I know that I have made backups on Norton in the past, The program is always asking for a update for the backup.

I suggest you to go for Google chrome as it is fastest browser today.
