Everyone has rep power. Rep power depends on how long you have been here and how may rep points you have. I have 75 rep power. If you give an answser that someone likes they give you rep. It is given by clicking on the icon upper right that looks like a snowflake but is actually a scale. When I give, I will give 75, when you give it will be about 10. The more you get and the longer your are here the more you will be able to give up to 75
Here is the official explanation. You should give rep for two reasons

If someone helps you
or
You read a post and you learn or you just think that it is a very good answer.

One last thing you cannot give rep to someone twice in a row, you must give to one other first.
It is like saying thank you.

John mentioned it once. Badges get updated when the Promotion script runs, which is by default hourly, or when he manually runs it.
