"Windows Explorer has stopped working" loop

Hi everyone,
Just about a week ago I randomly started getting a message saying that "Windows Explorer has stopped responding and that it's looking for a solution". Then a message after that will flash on the screen telling me that "Windows Explorer is restarting". After that message disappears my entire desktop, minus the background, will flash off the screen for a second or so. This process will repeat itself in a loop. This interrupts, exits out of or minimizes any windows that I might have open. This makes it impossible to keep the start window up or anything like the my computer window or pictures.
I've contacted Microsoft with no help at all. The person I got told me that there was no such thing as Windows Explorer. I would really like to get my computer back up and running soon.
Thank you in advance!

1, Reboot the System in Selective Startup follow this Link for instructions Run Selective Startup using System Configuration

2, Download Malwarebytes and run a complete scan to make sure nothing is infected.

3, Make sure DEP is disable follow this link for instructions http://www.vistax64.com/tutorials/120778-dep-enable-disable.html
