I am troubleshooting a problem long distance (I'm in the US, the laptop is in the Philippines). This problem just began after a normal shut down and restart a couple hours later.
The computer, on start up, goes past the splash page but then goes to a black screen with just the cursor. When I have them press f8 in order to get into safe mode the advance options page appears and worked once (I had them do a scan disk and repair) but now the cursor disappears and the arrows won't move the highlight bar so it won't go into Safe Mode. They do not have the installation discs.
So, Windows won't start and Safe Mode can't be accessed and there are no start up discs. Another laptop with Windows is available. Can that laptop create a repair disc that will work? Can Windows be reloaded that way, if necessary?
