Side-By-Side Configuration is Incorrect

Cannot run about 90% of my programs due to this issue

The Application has Failed to start because its side-by-side configuration is incorrect. Please see the application event log for more detail.

Have tried restoring with no success.

Other threads say to uninstall and reinstall various components to fix the problem, how ever executable files also wont run and when I attempt to uninstall something I get this message

"the windows installer service could not be accessed. This can occur if the window installer is not correctly installed. Contact your support personnel for assistance."

  1. Click Start, click Run, type MSIEXEC /UNREGISTER, and then click OK. Even if you do this correctly, it may look like nothing occurs.
  2. Click Start, click Run, type MSIEXEC /REGSERVER, and then click OK. Even if you do this correctly, it may look like nothing occurs, or you may briefly see an hourglass. After you run this command, the operation is complete.
  3. Try your Windows Installer-based application again.
Then uninstall Microsoft Visual C++ 2008 Redistributable completely and reboot the system. Then download it from here Download details: Microsoft Visual C++ 2008 SP1 Redistributable Package (x86) and install it. Then test it and see if that works.

When I click the start menu there is no run option. If i search for run it only brings up the run application dialogue box. Typing your suggestion here brings up a windows cannot find error message.

Ok this still had no effect on my ability to uninstall the Microsoft C++ redistribitable. Thank you for the clarification though as i was doing it wrong. Any more suggestions?
