SFC can't fix Tunmp.sys

Hello I have a working pc and cleared out many viruses. No signs of problems now. I ran chkdsk successfully. Everything works, except two things:

1). Windows Defender won't start and doesn't exist. On startup shows:
"Error Code 0x800106ba"
When I tried setting it to automatic in Services, or tried starting it by hand, it shows 'Error: 126 failed to start module'.

I was able to successfully input some of the files,
But I received this error : "The module failed to load. The specified module could not be found"
for the files:
wucltui.dll, wuweb.dll, initpki.dll.


2). Whenever I run SFC /Scannow, it cannot fix repairs and each time the log reports the same problem, something to do with Tunmp.sys
