CD will not run

CD not recognized. Device Manager - General Tab: "Windows cannot load the device...may be corrupt or missing (Code 39)". Check for solutions: None. How can I get the CD to run?

Before I start messing with the registry (I know its delicate) the OS was not an upgrade but with the computer when bought new a few weeks ago. Dell Insipron 531. Still go ahead with registry change?

So I messed with the registry after I did a backup and followed the instructions in The CD drive or the DVD drive does not work as expected on a computer that you upgraded to Windows Vista. UpperFilters were not listed, but LowerFilters were and deleted them. Did a Restart and got the CD operating. Drive now listed in Start/Computer as DVD RW Drive (E).
