Try these commands and let me know whats the average framerate...cl_showfps1 (will show fps counter in colour so red bad and green good) and Net_graph 3 for the usual stats...

Can you also show a screenshot of the ingame advanced tab Graphics Settings your using?

My average frames on any map is 150+, and only when I alt-tab out and then back in it stays at around 30-50fps (and is VERY laggy). Here's an SS of my in-game settings:

Hey rockstar,

Try using a lower resolution and lower the settings for Antialising and filtering, they do not need to be soo high.
