Just sharing my experiance with this problem and the solution *in my case*

I was trying to switch hardrives for my C: partition and ran into the same problem. It boots fine but after logging in it says is setting up my profile, and loads a blank screen.

From task manager I was able to start up explorer.exe, it wasnt able to find my profile and lots of things clearly didnt load correctly but it did load the most important stuff. I looked at my computer and found that my C: and D: second hd) were backwards? I reset my computer and loaded a bootable cd but the partition manager I was working with was still telling me that my drive letters were correct.

Following parts of a different post, I restarted windows, ran regedit.exe and removed all entries under HKey_Local_Machine\System\MountedDevices\

When I restarted my computer everything was fixed, the table was rebuilt correctly and my C: drive was identified correctly.
