Get into safe mode by pressing F8 while booting the computer and perform system restore.

Do you see any icons on your desktop or just the desktop background ?
Are you able to bring "Task Manager" by hitting Ctrl+Alt+Del ?

Try what SIW2 suggest. if it does not work then try to Access "task manager" and click on File > New Task >Type: explorer.exe > Click OK.
Now you should be able to use taskbar (Start Menu).

Let us know.

Let's try this....

Open (Type) Regedit from start search and navigate to the following location: HKEY__LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\currentversion\winlogon and make sure that the path was: c:\windows\system32\userinit.exe in "userinit" (Refer screenshot for highlited area).

Go to c:\windows\system32 (Explorer) folder and make sure you have userinit.exe file.

let me know the status.

Also, do what kernal said but instead of the userinit value go to shell and make sure it's explorer.exe.
