During my startup, I'm getting an error that windows cannot find "eax9eb.exe" I've searched my registry and system config to try to find out what could be trying to launch the file and I can't find anything. How else can I get this fixed without shelling out money to microsoft?

WOW, even The Google has never heard of eax9eb.exe. 
Are you sure this didn't happen after the installation of a game, application, software?

I don't think I have a system restore point set. I'm not sure when it started because I tend to keep my computer on all hours of the day and this happens on startup. It could be application related, but I wouldn't have the slightest idea which one caused it.

If you have your Windows CD, pop it in, restart the PC, let the cd take over and, at some point, it should let you REPAIR the windows you already have. If you are not comfortable doing this, don't do it because it may very well format your drive and install a fresh windows, which it would be what you probably need but, it would also delete all your documents and stuff you may need from it.

Nope. Repair is perfectly safe. Reinstall would format your drive.
However, try this: download Process Explorer and run it when that pops up at start up (without closing it). Then make a note of all the programs on there that you DON'T know, then close the error windows and see what disappears. It may or may not work.
I don't think a repair will fix it, as I don't think it is a windows program. So if you cannot find it with process explorer, then we move to the really long guaranteed method: Turn off different start up features until you find it.
